For Parents

Parents and schools need to work together for the betterment of the students. Parents play an important role in providing support and building the confidence of their children. Parents should check some of the tips or activities they can use to develop their children’s confidence and improve their school experience.

Parent Parking/Student Drop-off

Seven school buses serve the Sissonville Elementary attendance area.  We encourage you to use the bus transportation service to help avoid traffic congestion at the school site.  Please call the bus garage at 348-1963 to locate the nearest bus stop to your home. Safety is a top priority for our students.  Safety regulations restrict parent parking in the bus loading zone at any time.  Please use the graveled lot if you plan on walking your child to the front door.  Any area on our parking lot and front circle marked by the yellow line identifies No Parking Zones.  Please move slowly and be patient when dropping off or picking up your child.  Be courteous and don’t leave your vehicle when dropping/picking up your child. Traffic must be able to flow quickly and not be blocked at anytime.  DO NOT BLOCK ROUTE 21 TRAFFIC.  You are NOT permitted to park in the front circle.  If you are walking your child to the front door, please park in the graveled parking area, do not park in the front circle of school.  No parent vehicles permitted in the bus circle toward the back of the building.

Messages will be relayed from the office to your child when necessary.

Student Emergency Card

The school maintains a Student Emergency Card on each child. This card provides a number where a parent and two alternate people can be reached during the day in case of illness or emergency. Please inform the school if any information on your child’s card changes during the year.  For your child’s well-being, it is very important that our school records be kept up-to-date. At any time, if there is a change in your address, telephone number, or any of the other information on the emergency card, we ask that parents and guardians contact the school.  In order to safeguard children, they will not be released from school without written permission from the parent. Children will not be dismissed to leave with any person not identified on the emergency card.

Early Dismissal

The teachers and staff will refer to each Child’s Early Dismissal Form for instructions as to who will pick up the child and/or where the child will go after school.  At times, severe, inclement weather or other emergencies make it necessary to close school early. If the weather appears to be inclement, please listen to a local radio or television station for news of early school dismissal.

Kanawha County’s Parent Link system will also be utilized to contact parents to provide important information.  Please take the time to discuss with your child what to do when specific emergencies occur. PLEASE DO NOT CALL THE SCHOOL. We cannot allow students to call home in the event that we have early dismissal. We cannot call to let you know that school is dismissed early.

Your child’s safety is our utmost concern. We do not want them to be apprehensive or scared should we have an early dismissal. Please help us by discussing the arrangements that you have made with your child.

School Emergency Response Plan

In the event that it is necessary to evacuate all students from school, the students will go to Humphrey’s UMC.  In the event that the complete area is evacuated, arrangements will be made to transport your child to Sissonville High School.

Shelter- in- Place

Shelter-in Place is an emergency measure in case of a chemical leak, severe storm, or other unforeseen event that could make it necessary to protect students and staff within the building.

During the school year we will practice Shelter-in-Place at the building and County level. The following procedures will be implemented:

  • Staff, students and visitors will be alerted to shelter in place by a long ring of the school bell and announcement over the intercom.
  • All windows and doors will be immediately closed and locked. The ventilation system will be shut down.
  • Students and staff members will sit in the hallways. Students will quietly read or write and make use of their emergency kits.
  • Staff members will seal all doors with duct tape and place “Shelter-in-Place” signs on all doors.
  • Staff members will listen to radio, telephone, pager, and/or TV communications for a clear announcement that the Shelter-in-Place has ended.
  • The building will be sealed. NO ONE WILL ENTER OR EXIT THE BUILDING.
  • The phone lines must be kept open for emergency communications. PLEASE DO NOT CALL THE SCHOOL.
  • Please listen to the radio and /or TV for the announcement that the emergency is over.
  • These drills will be practiced at least four times throughout the year.

Classroom Visitation (Once approved again by KCS)

Parents are encouraged to observe in classrooms, if scheduled in advance. When doing so, we ask that parents conform to the schools’ expectations of maintaining a safe, orderly learning environment free from distractions. All visitors must:

  1. Report to the main office first
  2. Sign the visitor’s log
  3. Sign out before leaving
  4. Be respectful of the school environment
  5. Understand that conferences regarding your child should be scheduled in advance

Physical Education

All students are required by state law to have 90 minutes of physical education weekly.  Children are required to wear tennis shoes for gym.  Tennis shoes may be left at school to change into if they are marked with the child’s name.  Girls should wear shorts under their dresses for physical education classes.  If your child cannot participate for any reason, a note of explanation or a doctor’s slip should be sent to the teacher.

Attendance Policy

Regular attendance and punctuality directly contribute to students’ academic performance. Although legitimate absences are necessary, they must be kept to a minimum. Legitimate absences may be defined as illness, death in the immediate family, professional appointments, serious personal or family problems and religious holiday observances.

Parental awareness and support are vital ingredients for the successful implementation of our attendance policy. This policy has been formulated in the best interests of our students to ensure their safety and success in school. It is in compliance with Kanawha County Schools’ policy.

Please observe the following procedures when your child is absent from school:

A parent or guardian must call the school early in the day if the child is going to be tardy or absent. Please give the child’s name, his/her teacher’s name and the reason for the tardiness or absence. You will receive a call from our ParentLink system notifying you of your child’s absence each day.  A written excuse is required upon a child’s return to school.  Verification by the parent is not to exceed 5 days per year.

A doctor’s excuse is required if a child’s absences exceed three consecutive days or five total days in the school year due to illness.

Absences

When a child misses five or more days of school, the following may occur:

  • 1.)If a student has accumulated five unexcused absences in a single semester, he/she may be referred to the Student Assistance Team (SAT).
  • 2.)If a student has five unexcused absences in a school year, the county attendance director shall serve written notice using the Kanawha County Schools Legal Notice Form.
  • 3.)The parent/guardian must contact the Assistant Attendance Director within ten days after receiving the written notice.
  • 4.)All out-of-area students will be monitored for attendance, tardy and behavior issues. If this becomes a concern, parents will be notified in writing that their child must return to their home school.

Tardiness

Classes begin at 7:25 AM and children are expected to be in their seats and ready to work at that time. Students reporting to school more than ninety minutes after the beginning of the school day shall be reported absent one-half day.  When a child receives their eleventh tardy, a conference will be held with the student, teacher, principal and parent.  The Student Assistance Team (SAT) may review the case of any student who has been tardy MORE than 10 times.  Upon 15 times of tardiness the student will be referred to the Central Office.  Excessive tardiness may result in loss of school privileges such as field trips and Oops rewards.

School Behavior

(See Last Page of Handbook for Oops Form)

Discipline Code

Kanawha County Schools base the development of good conduct upon concepts of developmental psychology and regard discipline as a learning process by which the student is guided in the development of self-control and in the recognition of responsibilities to himself and to the group.

Sissonville Elementary holds the same philosophy in that we regard discipline as a learning process by which the student is guided in the development of self-control and being accountable for his/her actions.  As a public school, it is our responsibility to provide a climate in which students can learn. Therefore, the continuous and persistent misbehavior of one or more students must not be allowed to exist to the detriment of the majority.  A school suspension or behavior concerns any time during the year may prevent that child from participating in any outside school events such as field trips for the rest of the year.  Also, if your child has been approved to attend SES and they are from out of area, discipline issues, tardies, and absences are reason for your child to return to their home school.

Student Rights and Responsibilities

Rights and responsibilities go hand-in-hand.  Students in West Virginia have the same basic rights and responsibilities as other citizens and the right to equal protection under the law.  These rights are governed by due process of the law.  School personnel have responsibility for student welfare from the time they enter the bus in the morning until they get off the bus in the afternoon and during the school day.  To meet these responsibilities, school personnel must put into place rules and regulations, for maintaining order and discipline, and to create a safe and positive learning environment.  It is the student’s responsibility to obey these rules and regulations and to cooperate with school authorities who enforce these rules and regulations, not only while on school property but also en route to and from school.

Search and Seizure

Every student has the right of privacy and freedom from unreasonable search and seizure of property, in accordance with the Fourth Amendment of the United States Constitution.  That right, however, is balanced by the school’s rights to protect the safety, health, and welfare of all students.  The following guidelines will apply to the seizure of items in a student’s possession and the search of a student’s property:

  • 1.)Searches will be conducted by a school official in the presence of an adult witness.
  • 2.)Student will be informed of reasons for the search, except in emergency situations.
  • 3.)School authorities should have probable cause that a student is in possession of a specific item that will contribute to a crime or school violation.
  • 4.)Dangerous weapons or drugs that are found will be turned over to law enforcement for proper disposal.
  • 5.)Possessions that may be a threat to the safety or security of others may be seized by school authorities.
  • 6.)Any items that disrupt or interfere with the educational process may be removed from the student’s possession.

Code of Conduct Policy

All students are required to read and/or have read to them the Kanawha County Board of Education Policy, Series 22.00, Student Behavior, which includes sections dealing with weapons and sexual harassment. This policy can be found in the Kanawha County Schools 2019-20 School Handbook.

The Weapon’s Policy will be reviewed in each classroom at Sissonville Elementary during the first week of school. The counselor will also review this throughout the school year. The school will keep a form on file, verified by each student’s signature, that he/she is aware of this policy and the consequences of violating the policy.   It will also be reviewed with new students at the time of enrollment.

Some positive examples:

  1. Help create an atmosphere free from bullying, intimidation, and harassment.
  2. Demonstrate honesty and trustworthiness.
  3. Treat others with respect, deal peacefully without anger, use good manners, and be considerate of the feelings of others.
  4. Demonstrate responsibility, use self-control, and be self-disciplined.
  5. Demonstrate fairness, play by the rules, and not take advantage of others.
  6. Demonstrate compassion and caring.
  7. Demonstrate good citizenship by obeying laws and rules, respecting authority, and cooperating with others.

Discipline Plan

Minor infractions are handled by the classroom teacher using a modified assertive discipline program which recognizes positive behavior while establishing consequences for deviation.

Major offenses include verbal or physical harassment, fighting, sexual misconduct, the possession of drugs, weapons or fireworks; assault on school personnel and bomb threats.

When repeated minor or ANY major offenses occur, a discipline report will be completed and parents will be notified.  In addition, at least one consequence/intervention will occur. (Refer to the Kanawha County Schools 2019-2020 School Handbook.)

The action taken for each offense shall be determined on a case-by-case basis taking into account all facts and circumstances of a violation, including the past records or prior offenses of any students who are involved. Each child will receive due process.

A reward program to recognize students not receiving discipline reports will be implemented on a regular basis.  Any student suspended from school (during the school year) may lose the opportunity to participate in any extra curricular activities or functions outside of school such as field trips. This is at the principal’s discretion based upon behavioral concerns.

OOPS-Students will receive an Oops slip signed by their teacher, principal or counselor, or bus driver and sent home to be signed by a parent and returned to school for infractions during school.  Once three Oops slips are received, the student will not be allowed to participate in the reward offered during that nine week period or other time frame previously determined.  Five Oops slips or more may result in a suspension from school and loss of any extracurricular activities such as field trips.  A meeting with parents and possibly a SAT meeting will be requested after five Oops slips.  If suspended any time during the year, all trips may be forfeited.

Suspension and Expulsion

Please refer to the Kanawha County Schools Handbook 2021-2022.

School Bullying Policy

Bullying, harassment, and/or intimidation occurs whenever one or more persons use power to repeatedly and consistently inflict physical, verbal, or emotional abuse on one or more other persons.

For bullying to occur, there must be three aspects present:

  1. Repeated and consistent negative actions against the person,
  2. A physical or psychological imbalance of power between the person who bullies and the target person, I.e. weak and strong, shy and aggressive;
  3. Contrasting feelings between the person who bullies and the target person as a result of the bullying episode, i.e. powerful versus humiliated.

SCHOOL POSITION ON BULLYING

Bullying behaviors will not be tolerated at Sissonville Elementary.  All school personnel have been directed to intervene when bullying is observed or reported, in accordance with school and county bullying policies.  Students will report bullying behavior promptly to the nearest adult.  The adult will report behaviors to the principal.

SCHOOL RESPONSE TO INCIDENTS OF BULLYING

1.) Respond immediately to safety issues.

2.) Report the incident to an adult and, finally, to the principal.

3.) Investigate.

4.) Notify parents.

5.) Take disciplinary or other actions required.

6.) Maintain documentation and confidentiality.

Report to Kanawha County Schools, Assistant Superintendent of Elementary Schools, Law Enforcement, Social agencies, West Virginia Education Information System, West Virginia Department of Education, or other as required.

See Kanawha County Policy C53, available upon request.

Dress and Appearance

Dress and personal appearance are part of the cultural atmosphere, and schools should contribute to the cultural development of students.  Consequently, community standards should prevail within and about the school. Studies have shown that neatness of dress and appearance contributes to raising the level of conduct.  Neatness in dress and appearance does not require expensive clothing or ornaments.

Student Dress Policy

The following guidelines for clothes, accessories and jewelry will be enforced at our school. For more information, consult the “Student Dress Policy” in the Kanawha County Schools 2019-2020 School Handbook

2. Shorts, skirts or dresses that extend to mid-thigh.

Guidelines For Gym Shoes

Proper gym shoes are necessary for the safety and performance of all students. The guidelines for acceptable shoes will be strictly enforced. If your child does not have proper gym shoes they will not be allowed to participate in PE and will be given an alternate activity that they can safely perform. If a child misses 3 consecutive PE classes due to unacceptable shoes they will receive an “N” grade for that 9 weeks.

Acceptable Shoes:

*Lace tied athletic shoes

*Velcro athletic Shoes

*Basketball, cross training, walking, tennis, or volleyball style shoes

Unacceptable Shoes:

*Slip-on shoes

*Platform Shoes

*Shoes with elevated soles

*Roller tennis shoes

*Boots

*Hiking style shoes

*Sandals

*Skele-Toes

*Dress shoes

We would recommend shoes with sufficient tread for quick change of direction and shoes that do not come off the foot easily. Socks are also part of proper Physical Education attire. If you have questions or concerns, please contact the school.

Field Trips

For children to participate in field trips, the Kanawha County Schools permission slips must be signed by parents and returned to school one day prior to the trip.

Parents will be informed at least two weeks in advance of upcoming field trips.  No student will be permitted to participate in a field trip without a signed permission slip delivered to the school prior to the trip.  If students are suspended from the school bus, they may not ride a school bus for field trip purposes.  Kanawha County Schools allows field trips for the purposes of rewarding students or celebrating accomplishments only during the final two weeks of the school year.  We will attempt to schedule all academic field trips before May 15, 2019.

***Field Trip permission slips must be returned by deadline stated on the form.  There will be no exceptions this year for late permission slips***

Lockers

Each student will be assigned to a locker by the home base teacher except Kindergarten.  This locker will be used for storage of all school materials.  Coats, book bags, purses and other personal items must remain in lockers.  Students are responsible for damage to lockers due to mistreatment or misuse.  Lockers will not be kicked or slammed.  All material will be neatly inside locker before door is closed.  Lockers are to be kept clean and litter free.  Absolutely no tape, contact paper, stickers, writing or markers are permitted on lockers.  No open food containers or unwrapped food is to be kept in lockers.  Students will use only their assigned locker. Any change in locker assignment will be made by the home-base teacher.  Violations will result in disciplinary action.  Students will visit lockers only before school, at break, before/after lunch, at the end of the school day, and at transition times supervised by teachers.  This prevents tardiness.  All students are held strictly accountable for any and all items and materials found in their assigned locker.  For their own protection, students must refuse to allow others to share their locker.  The administration may check any locker at any time with probable cause.

Parent Custody Issues

In cases where custody is vested with only one parent, or where visitation rights are limited, the school must have copies of the divorce papers specifying custody rights.  Also, in cases of restraining orders pertaining to abusive situations, the school will respond according to the specific orders within the documents presented.  Copies of restraining orders must be filed promptly with school officials.  Information regarding the orders will be divulged only to those personnel responsible for your child’s supervision.  The papers will be kept in your child’s confidential file.  Court orders will be changed only through the legal process.  The school will not respond to verbal requests for changes of such orders.  If your child is living with someone other than parents or legal guardian an “Authorization of Care” form must be completed by the legal guardian giving the caretaker temporary authority of the child.  All dates of issue and expiration will be followed until a new document is received.

Please write these concerns on the student Emergency Card and Emergency Dismissal forms.

Bus Behavior- Safety Procedures / Regulations

Only registered pupils may ride the school buses.  These pupils may not ride buses other than the one they are assigned to, without special permission.  Good conduct on the bus is necessary and mandatory for the safety of all riders.  The driver has the same authority as a teacher while the child is on the bus.  Our drivers are implementing the Oops program to assist students with meeting our school-wide expectations.  If the bus driver has any severe problems with a child he/she will notify the school principal.  The principal will talk with the child, and parent if necessary.  If problems continue, the child may be excluded from riding the bus, during which time the parent must provide transportation.  Suspension will start after the parent has been contacted.  A conference between parent, driver, and principal is required before the student may resume riding the bus.  Bus activity is recorded during transportation of students.

These policies have been put in effect for the safety of the elementary child, and parents, your cooperation is needed.  If a child is suspended from a KCS school bus, this will also prevent the child from riding a KCS bus for field trips.

Make-Up Work

Students will be given an opportunity to make up class assignments and/or evaluations due to absences. Teachers will provide a minimum of one day for each day’s absence.

To request make-up work, parents must contact the school office at the beginning of the school day, by 9:00 AM. Make-up work should be picked up in the office after school, or it can be sent home with another student if requested.

Student Assistance Team Program (SAT)

The Student Assistance Team (SAT), composed of principal, teacher, parent, counselor, nurse social worker, and other appropriate school personnel, provides a  formal intervention process to address the needs of students who may not be achieving to their potential.  The SAT must review and act upon teacher recommendations when a family fails to comply with the school attendance policy or when a behavior or learning problem puts the child at risk of failure.  In regard to attendance, the SAT may deny recommendations, uphold recommendations, or extend the deadline for make up work.  The team may also refer the case to the County Assistant Attendance Director for possible legal action, refer the case for counseling, social and/or protective services, or review the student’s academic placement.  The SAT analyzes data to develop a plan of academic or behavioral interventions.  Future meetings are set to review the effectiveness of these interventions and to modify approaches to helping children become successful.

Appeal of SAT Decisions

A student, parent, or teacher may appeal any decision of a SAT meeting to the building principal who will, after conducting a conference with all interested parties, render a decision.  A decision of the building principal will be final and not subject to further appeal.

As educators, we realize the importance of family and community involvement in children’s education.  Therefore, we encourage the partnership of staff, parents and community members in the educational process and in the school environment.

Parent-Teacher Organization (PTO)

The Parent-Teacher Organization (PTO) is dedicated to providing enrichment experiences for all students. This year, the PTO will raise money to sponsor and support many of the activities at our school.  The PTO organizes committees of parent volunteers.  All parents are invited to participate in one or more of the following committees:

Beautification of School Grounds            Teacher/Staff Appreciation

case partnerships

Sissonville Elementary School is blessed with a local business partner, NGK, whose generous contributions of time and resources support programs to provide opportunities for learning and career study to our children and families.  Schools benefit from a two-way line of communication with the business world-the world where students will compete for jobs.  Communities benefit because these partnerships create a spirit of cooperation that keeps communities vital.

Parents Right to Know

Federal law allows parents to ask about the professional qualifications of their child’s classroom teachers and requires school systems to provide the information in a timely manner if they request it.  Specifically, parents have the right to ask for information regarding teacher certification, college major and advanced degrees.  Parents also have the right to request information about aides or paraprofessional personnel who provide services to their child.  Parents who desire this information may contact the school principal or the Department of Human Resources, Kanawha County Schools at 348-7712.

The following items are not permitted.  Additional items may be identified by the individual classroom teachers:

  • Toys (Especially collectible cards)
  • Animals/Pets

Technology

Computer skills are used as tools for learning throughout the curriculum.  To prepare our students for the 21ST Century, all students will be guided to use iPads for word processing, internet research, and presentations.  Each classroom has access to computers including a portable wireless lab, classroom computers, stationary lab, and iPads. Each child will have a school iPad assigned to them.  IPads must be returned to school daily and fully charged.

Your child will be required to sign an Acceptable Use Policy for technology use at Sissonville Elementary.  Please read carefully and go over with your child.  Any infraction of this policy may result in loss of iPad use during the school year.  This will be sent home the first week of school with your child and is to be signed and returned. Photo release forms are sent home each year and must be returned so we may keep on file a record of students not permitted to be photographed and/or placed on the Internet.  This may include group photos, individual photos, and names of students due to the safety of the child. Each child will be responsible for their iPad which is not permitted to go home.
